N ATION a L IN SU RANCE. THE CLOSURE PROPOSALS. London, Oct. 26. The closure proposals were adopted after a couple of extra'Ttays had been conceded. Mr. Asquith defended the closure, and said that unless the measure was passed this year its benefits would be delayed for a year. It was impossible to legislate on large and complicated measures without a time table of closure. He believed it would be beneficial if this became a part of the normal procedure. Mr. Balfour condemned the guillotine as robbing the debate of c’aytieity. There was no harm in delaying the bill over Christmas. It was the most complicated bill of the lasi biindred years. He did not blame Mr. Lloyd George if he lost tickets of his own creation. The delegation of the unemployment proposals to a grand committee to curb discussion was outrageous. He accused the Government of attempting to destroy the House of Commons after coinpassing the Lords’ destruction. Mr. William O'Brien said that a judgment threatened the .Nationalists, and the chances of Home Rule would lie impaired if the Insurance Bill was not passed speedily. Mr. Redmond denied i-(.mpulsi(.n. The N.nt iaiialists would prcpoi-c amendments which the Government Mould undoubtedly accept. (Ironical cheers.) He accused Mr. Balfour cf wishing to delay the bill in order to destroy next session's programnie.
