NAPIER SOUTH TOWN BOARD.
FORTNIGHTLY MEETING
The board met last evening. Present : Messrs. J. W. McDougall (chairman), P. Eddy, G. Latham, A. Paul and H. E. Jones.
The Sanitary Inspector wrote asking the board to abate certain nuisances. —Received.
The Sanitary Inspector wrote stating that a certain building should not be removed on to Napier South unless certain conditions were complied with. —Received. The County Council wrote stating that it was unnecessary for the board to pay for the security of the council’s collector.—Cotterill and Humphries wrote confirming this opinion. —Received.
The County Council notified that the best way to prevent horses straying was to pass a by-law prohibiting it. —Received.
Mrs. R. A. Villiers and J. FI. Oldhum stated that the nuisances complained of would be attended to. — Received. Mr. S. H. Jones wrote accepting the position of ranger on Napier South.—Received and the fact of his appointment to be advertised. The Valuer-General forwarded a copy of the roll, and asked payment of £2.2/- for compiling it.—Received. DRAINAGE. The chairman being one of a committee consisting of himself and Messrs. Latham and Kennedy, stated that a discussion concerning a suggested and easier me.thod of draining Napier South had taken place between them and the Borough Council. The total cost of the work would probably be between £lOOO and £l2OO, and on being consulted, the Borough Engineer had confirmed this statement.
The question as t owhat share of the cost various bodies should conrtibute was discussed at length. The chairman said that the Borough Engineer refused to report on the matter, and a special engineer would be engaged. At present there was no immediate hurry for a drainage scheme. Mr. Latham said he thought that the scheme would eventuate very shortly. It was pointed out that Napier South since it had deserved the name had never been flooded. Napier was in this state after almost every rainfall. GENERAL. The chairman's action in authorising other business was confirmed. The Chairman said he had consulted with the board’s solicitors, and had ascertained that a man may compel his neighbour to contribute 15 - per chain. Beyond this he could do nothing. This law also applied in the Borough of Napier. With regard to the board’s power to delimit the size of sections, the solicitor said that it was a moot point and he doubted vei y much whether the board had the powei —except if granted by a special by-law. A written opinion however will be submitted to the board at next meeting.
Action to prevent carters driving their vehicles over footpaths was deferred until a set of by-laws in use by the Gonville Town Board, near Wanganui, was obtained. Mr. Latham reported that certain heaps of rubbish had been removed. It* was decided that a committee should report on a certain building at Awatoto as to whether it was suited for an office or not. As all houses built from the present time on till 31st March can be included in the valuation roll, a list is to be made out.
After questions relating to sewerage had been discussed at length the meeting adjourned.
