Rome, Sept. 29. It is officially announced that Italy and Turkey will be in a state of war from 2.30 to-day.
The Italians have landed at Tripoli. The Turkish Cabinet has resigned. (Received 30, 11.45 a.m.) Rome, Sept. 29. It is officially stated that the Ottoman Government having failed to meet the ultimatum, Italy and Turkey will be in a state of war from 2.30 to-day. The blockade of Tripoli and Cyrenaica will be immediately notified to the Powers (Received 30, ?.5 a.m.) London, Sept. 29. Reuter’s Constantinople correspondent reports that on Friday the Council sat until past midnight and then reported that Government had decided to appeal to Italy s honesty .mJ good feeling, but to reject the demand for military occupation They also decided to make a fresh appeal to the Powers for intervention. The “Daily Mail” states that the ultimatum seems even to the warmest friends of Italy cruel and violent.
ITALY’S MAILED FIST POLICY.

The “Daily News” declares that it is impossible to expect or desire Turkey to submit tamely to as brutal an act of aggression as appears in history records. The article concludes by urging Sir Edward Grey to intervene similar to the Germans, with a view of inducing a moderation of the demands and to ensure peace. ITALY’S EXCUSE RIDICULED. The “Morning Leader” Italy’s declaration in the Note that owing to Turkey sending reinforcements, despite Italy's warnings, and not, regarding arc excitement and perils resulting therefrom, the Italian Government is forced to think of the guardianship' of its dignity and interests, and hence decided to proceed to occupation. The “Morning Leader” adds that Italy is in a hurry lest, if time is allowed for the encimiy of the proceeding to be appreciated. the revolt of opinion in Europe outside Foreign Offices will be too pronounced to be ignored.
TURKEY’S WAY OF REPRISAL.

Mr. Lueien Wolff, journalist, in the "Daily Graphic” says he forsees that it is possible that Turkey by wav of reprisals for taking Musselman Tripoli, will seize Christian Thessaly, which will probably entail a European war. ' The "Daily Chronicle’s” Vienna correspondent states that Austria and Germany are urging the Porte to allow the pacific occupation of Tripoli by Italian troops. The “Dailv Mail’s” Salonica representative says that there are a hundred thousand Italians m Turke.x whom the Young Turks will in th? event of war treat as hostages. ASTONISHING PASSIVITY OF POWERS. Paris, Sept. 29. A section of the newspapers regret Italv’s precipitate action. The “Journal” refers to the brutality cf Italy’s policy and is astonished at the passivity of the Powers.

The Porte, in reply to Italy’s ultjniatum. expresses surprise at Italv s action, and hopes it will desist from its contemplated measure. . The Porte emphasises its de<ire for th mi nt, and promises to suspend military measures during negotiat ions. TURKEY REFUSES TO OPPOSE LANDING.

ITSELF. ANTI-W AR. DEMON STRATTONS. (Received 3(1, 9.55 a.m.) Rome, Sept. 29. Hostility to' Italy’s policy is causing acts of vandalism in various districts. Demonstrators tried to prevent the departure of the troops from Parma. Carbineers fired, killing five and wounding twelve. The mob cut the telegraph wires and uprooted the poles, and attempted to burn the barracks. The fleet has been ordered to blockade the Tripolitan coast.
