The Napier Chamber of Commerce wrote supporting the proposal lot
establishment of a Native land Registry in Napier. Approved. The Public XVorks Department replied to the council's requests regarding the Order-in-C'ouneil for the tramway construct ion. promising .-areful consideration of points raised. The Department also furthei wrote referring to the objections raised by the council and pointed
out that in all recent Orders issued for extensions in Auckland. XVanganui. and XVellington no exception was taken. To meet the special case of Napier, however, he was prepared to modify clause 7 for the short piece of Shakespeare road from Fitzroy road to Chapel street. It was unlikely that permission could be given for the duplication of tracks on roads less than three-quarters of a chain wide. , XX citing on the question of flooding of the railway workshops the General Manager -.ays that from consultation of the Department's engineer with the borough engineer it appeared that the re<ent flood was due to the blocking of the main sewer outfall by the floodwaters oi the Tntaekuri river, and the tortuous and obstructed course of the said river at its outfall. Also bv blocking of town sewers on higher levels ano diversion <,f storm water to lowei levels. The storm water drains were insufficient in capacity and the main storm drain was blocked bv reclamation in Napier South. Denis McCarthy again applied for reinstatement in the borough service. Cr. McGrath explained that the man had no intention <:f being discourteous when presenting his previous appeal.—Letter received.
The Outside Overseer reported upon several matters in his department. Strong comment was made regarding the destruction of trees upon the Parade through removal of a building by Mr. XX’ard.- -The offender to be written to drawing his attention to the damage ami a warning for the future.
A dangerous portion of the Biufi road was drawn attention to l>y the overseer who was authorised to have necessary work done.
Cr. Crowley made an emphatic protest against the purchase of further sweeping machines. He held they caused too much dust. Prices are to be invited for a new tank in the tar yard or in the alternative for tlie conversion of an old boiler.
The engineer submitted a leng iiy report on loan work. He is to be thanked for the extra work perfoiined and the report is to be discussed later l>v the Roads Committee.
i The solicitors wrote regarding the | raising of the JL'ls.oiio loan, the coni trol of railway cabstands, storage of j explosives, and right-of-way to E. N. Knowles. On the motion of Cc. McGrath, the Hon. XX'. Pitt is to be asked to let the Council have plans of the Port Coronation Hall as so:;;t as soon as possible. The Harbour Board is to be thanked for providing facilities for obtaining a site. The draft of the new by-law dealing with expectoration on streets was read and approved. Gebbie’s application that a small pipe be laid on France road at an approximate cost of to catch the surface water, and prevent Hewing on to private property, as suggested by the Borougjl Engineer, and that the applicant's attention lie called to the fact of some excavating having been done on the road without the permission of the Conn eil. Adopted. DRAINAGE AND SANITARY COMMITTEE Recommended the adoption of the draft agreement forwarded by the solicitors re the taking <f the land for the sewage tanks on condition that a clause bi- inserted that the Coum-il will remove the building now on the land to a site pointed out by the Harbour Board instead of b.aving to pay compensation for such building, and that the Coup. ’■! shall have the right to take slong.c from off the beach within t’ 1 limits of th(- land so taken fronting Die sea for the purpose of erecting the ew age tanks.

ROADS. LIGHTING AND ABAT
TOIR COMMITTEE Report! (I that the committee had met delegates from the Hawke’s Bay County (’ouricil and Mr. Reakes of the Agricultural Department to discuss the question of the proposed extension of the Abattoir District boundaries, and after hearing the objections of the delegates of. the Hawke’s Buy County Council, recommend the Council to curtail their proposed boundaries so as to include up to the XVhaiirangi Watershed only, and up to a line at tlie northern end through the XX atchman as shown by a black line on the map. —Adopted. Cr. Bee moved that the four lamps in Clive Square be lit each night— Seconded by Cr. Niven and carried. Cr. McGrath moved that £26 per yt-ar lie granted Mr. Thomson. Abattoir manager, to pay for hors:’ feed.

Cr. Smith raised the question of what to do with stray dogs and it was decided to look into the matter. The Council then rose.
