DEAR SUGAR. RISE IN VIEW OF WAR RISKS. London, Sept. 5. Owing to a sharp rise in sugar prices insurances are being effected on the increased values. Numerous cargoes are afloat from Java, C’ubt, and Puerto Rico. Those from Java are also irfsured against war risk at i- to 4 6 per centum.
