of Brunswick stales that if the new French proposals are not acceptable to Germany the latter will regard herself as not bound by the Algeciras Act, and after reinforcing ' her fleet in Moroccan waters will resort to independent measures in Southern Morocco. Outside the Socialist party the Kaiser’s Hamburg speech is regarded as inconvenient. The “Westminster Gazette” in an article headed “Britain as a Lightning Conductor,” warns Germany of the possible flangers which might follow the sudden switching on to Britain of impatience and irritation which the German press hitherto vented upon France. Commenting on the Kaiser’s speech the “Gazette” adds: “The navy is for our use more than for commerce and the colonies. It is the condition of our existence. We are obliged to meet the efforts of other Powers with additional efforts if our own.” A FAKED INTERVIEW. ' (Received 31, 9.20 in.) London, Aug. 30. The Foreign Office states that no British diplomatist was responsible for the interview published by the “Neue Freie Presse.”
