AN ENDOWMENT OF DISEASE

Sir James Barr, at the Health Congress in Dublin, advocated the study of Eugenics. He characterised the Insurance Bill as an Act for the endowment of disease. It was only by Eugenics, he- said, that the welfare of the race could be physically and mentally assured.
