Mr. Hughes considers the suggestion of the Nationalists press in South Africa that the dominions -oversea should maintain neutrality in case of war between Britain and a foreign Power as a complete negation both in the ideal and practical effect of Empire. Such a position, he asserts, would be dangerous and impossible.
