Teheran, July 20. • The Mejliss has empowered the Sipahdar (Premier) to proclaim martial law. Five hundred Bakhtiaris and 500 of the reformed cavalry are starting against the ex-Shah. and 2000 Bakhtiaris will operate against Salar ed Dowleh. RUSSIA HELD RESPONSIBLE. (Received 21, 9.45 a.m.) Teheran, July 20. The Persian Government has sent a strongly worded note to the British and Russian legations, recalling frequent representations as to the ex-Shah’s intrigues and maintains that Russia must be held responsible for any disorders and losses of property that may result.
