A SOUTH AFRICAN CLAIM FOR NEUTRALITY. (Received 19, 10.15 a.m.) Capetown, July 19. “The Stevnite,” a newspaper at Bloemfontein, in an article supporting the newspaper “ Volkstein ” on the neutrality question, remarks that if one principle more than another emerged from the Imperial Conference, it was the doctrine of independent nationality. The article represents Canada as demanding complete freedom to control its own policy in peace or war. and insists on the same freedom for South Africa.
