SUFFERING ALBANIA.
ANOTHER RISING FEARED
(Received 19, 9.2 oa.m.) Constantinople, July 18. Forgut Shevket, pasha, has been recalled from command in Albania owing to his repressive severities against Albanians and will be replaced by Abdullah Pasha who is reputedly a moderate man. Fear of another Albanian rising is causing grave anxiety.
