A message sent assuring Mr. Chamberlain of the whole-hearted determination te carry through the policy of Imperial preference. Mr. Balfoursaid that the most favoured natimu treaties were going to cause inct.«n<l>arable trouble at the British Foreign Office ; their abrogation would make the British free trade policy totally impossible. The statesmen of our great dominions had begun to realise how extraordinarily they were hampered.
