TO THE EDITOR. Sir,— If “Fowler, George, and Stevenson,” to quote your subleader, are trying to manage the Railway Department, they have an excellent precedent, for it is only quite recently that Mr. E. H. Williams, as President of the Chamber of Commerce, was pointing out to that august body the manner in which the British Admiralty should manage the Navy. By the way, has Mr. E. H. Williams collected that £100.000,000 for building Dreadnoughts, because if not, I might remind him of the fact that Mr. D. Whyte has a "fiver” he is anxious to give awav. —I am, etc., L. W. FOWLER.
