May it please your Excellency,— On the 25th day of January last you issued a warrant directed to us. Herbert William Brabant, Robert Donald Douglas McLean, and Gilbert Heathfield Lloyd, therein described, appointing us to be Commissioners under section 15 of the Hawke's Bay Rivers Act, 1910. We now beg leave to report for your information that we have held six sittings, and as we believe heard evidence from the Chairmen of the River Boards abolished by the said Act, every landholder or ratepayer within the District constituted under the said Act who wished to be heard, and we have also examined the accounts of the existing Boards and have viewed the rivers within the said District. After giving the questions brought before us every consideration we make and sign the following statutoroy report as required by Section 8 of Section 15 of the said Act. We have not considered it necessary to classify the lands within the District, as we were given a discretionary power to do, but we have taken the alternative course and have made a separate rate for each ward within the District. 1. In respect to Taradale Ward we have made a separate rate of seven-sixteenths of a penny in the pound to be levied equally upon all rateable property within the said Ward for the financial year ending 31st March, 1912. 2. In respect to Meanee Ward we have made a separate rate cf seven-sixteenths of a penny in rhe pound to be levied equally upon all rateable property within the said Ward for the financial yeai' ending 31st March, 1912. 3. In respect to Papakura Ward we. have made a separate rate of seven-sixteenths of a penny hi lhe pound to be levied equally upon all rateable property within the said Ward for the financial year ending 31st March, 1912. 4. In respect to Karamu Ward wo have made a separate rate nf| seven-sixteenths of a penny in the pound to be levied equally upon all rateable property within the said Ward for the financial year ending 31st March. 1912. 5. In respect to Clive Ward we haie made a separate rate <.f seven-sixteenths of a penny in the pound to he levied equally upon ffil rateable property within the sa’.d M ard tor the financial year n ling' 31st March. 1912. 6. In respect to Omaraenui Wank we have made a separate rate of seven-sixteenths of a penny in ths pound to be levied equally upon all rateable property within the said Ward lor the financial year ending; 31st March, 1912. 7. In respect to Pukahu Ward wehave made a separate rate of onesixteenth of a penny in the pound to be levied equally upon all rateable property within the said Ward for the financial year ending 31st March, 1912. M ith respect to the powers given us to prescribe the maximum general or separate rate leviable within any Ward in any year subsequently we have prescribed that; the maximum separate rate which may be levied by the Hawke’s Bay River Board in any year subsequent to the financial year ending 31st March, 1912, shall be the maximum as fixed by the River Board Act, 1908. namely, six farthings in the pound on the rateable value of property in the District. I- urther, your Commissioners desire to draw attention to the fact that they have made a rate wh’.ch they think sufficient for ordinary expenditure only during the year ending 31st March, 1912, and not for any comprehensive scheme dealing with the question of floods in the rivers; but they respectfully recommend that Engineers be appointed to report on this question, as early as possible, as in your Commissioners’ opinion, founded on what they have heard in the course of their enquiry, it is a matter of great urgency.
