REPLY TO FAIRPLAY.
TO THE EDITOR. Sir,- Your correspondent. Mr. “Fairplay,” etc., etc., has badlymisnamed himself. The five or six hundred people in the Theatre on Friday evening will bear me out that I corroborated Mr. Garnett’s statement that two Councillors voted against concrete pipes, but that Cr. Garnett was alone in voting against the endorsement of the Mayor’s unconstitutional act of purchasing concrete pipes on his own authority. I must thank the writer for an opportunity to explain my action in not voting on the concrete pipe contract. There was no question of “back-bone” involved. It was one of prudence and caution. The evidence was conflicting. Further investigation was the only safe course. I felt that the situation was fraught with dangerous possibilities. but four Councillors had
made up their minds.’’ Subsequent events have proved whether my caution was not well founded. I have been informed h>>w certain Counciilo*'s passed it nuietlv round that I had “sat on the rail.” and I am graiefu! to Mr. Fairplay for the opportunity to i".v- the electors the truth about the matter. — I am. etc., G. SPENCER CLAPHAM.
