PLUMBERS’ LICENSES.

Sir, —Permit me through your columns to protest against the issue of plumbers’ provisional licenses in Hastings. It is unfair to those members of the trade w*ho have qualified by examination. The Arbitration Court in their wisdom saw fit to insert a clause in the Plumbers’ Award which provides for payment of one penny more an hour for certificated men. Immediately . the Council issues provisional licenses, no certificated man need apply for work, as the employers to save 3/9 per week will employ the cheapest men. The certificated men, if they worked for the same money, would be cited for a breach of the award. Some years ago the Napier Council issued a provisional license, and the position to-day on sanitary work in Napier is one certificated man and three without the qualification, which the Council’s bylaws provide for. —I am, etc.,
