FROM THE GRAND VIZIER. (Received 8, 9.50 a.m.) Constantinople, Mar. 7. Owing to his insinuations that Ministers profited by concessions, the Grand Vizier struck Ismail Kemal, leader of the Moderate Liberals. Dervich Bey, a Unionist Deputy, .also struck Ismail violently on the face. They were subsequently reconciled.
