The suddenness of Mr. Taft’* call for an extra session has startled Senators, who believed he was not in earnest. Had they foreseen the session, it is now said, they would have passed the Reciprocity Bill.

London, March 6.
The Tariff Reform. Commission published an elaborate memorandum dealing with the CanadianAmerican agreement. It includes the report of Mr. A; Matthews, the London market reporter, to the Board of Agriculture. He says that freetrade in meat in North America may increase the price in Great Britain. If Germany and Austria open their ports to the Argentine, British consumers may say good-bye to cheap meat for years to come.
