(To the Editor.) Sir, —In to-night’s leader on the ; above subject you state that my illustrations are hardly just to the Borough. I am prepared to take your valuation bf £l5 and prove that the rates in the Borough are higher than Napier South on a property th© capital value of which is £240. Jfind on referring to py last demand for Borougu rates that the general rate is 1/9, and a special rate of Bd, and in addition a water rate. If the ratepayers in Napier South decide to join the Borough the 1/9 rate on £l5 will be .26/3, to which will be added a water rate of 12/-, making a total of 38/3. Any ratepayer not taking advantage of the Borough water would only pay half the water rate. I think if you make enquiries you will find that the special rate of 8d was levied on all Napier South property recently taken into the Borough, making the total rate 2/5 in the £, without the rate levied for water.
