THE DONOR’S STIPULATION. FREE BOOKS AND FREE BUILDINGS. Levin. Feb. 7. Levin’s long-deferred Carnegie library is looming through the mists. Correspondence read last night at the Levin Borough Council meeting showed that Mr. Carnegie approved of the plans. Imt refused to sanction any charge be ing made for use of the library building or for books borrowed for home use. Mr. Carnegie now authorises progress payments of to be made on the building. The Council is arranging forthwith to call tenders for the work of erection.
