COMPULSORY ON WORKMEN. [PRESS ASSOCIATION. —COPY RIG Hl. ] (Received 5, 8.10 a.m.) London,* Jan. 4. The provisional scheme of Mr. Lloyd-George for sickness and invalidity insurance is printed. It is proposed to operate through the present voluntary societies, on a basis of compulsion of all workers whose earnings are below £l6O a year.

They will make contributions to provide for a minimum benefit of five shillings a week, to which the State guarantee will be restricted to meet one-half the amount for which a workman insures. The remainder is divided in equal proportions with his employer and the State. Any insurance beyond the minimum is to be voluntary.
