Alarmist telegrams from Lisbon state that the army and navy are disaffected, and that the trade unions are bitterly opposed to the Government. The “Daily Mail’s” Paris correspondent reports that the British Minister at Lisbon has asked for the immediate despatch of a warship, and adds that the Government have arrested certain conspirators who are seeking to reestablish King Manuel on the throne. The “ Temps ” states that the Labour organisations in Lisbon are raising demands which are impossible of fulfilment. : Numerous cases of insubordination have occurred in the army, arid three cruisers have been sent from the Tagus on various pretexts. A Government decree provides penalties for offences against the i Provisional Government and those spreading false and alarming reports, also punishments for breachof military discipline. STATEMENTS DOUBTED. : CONSPIRACY UNCONFIRMED. ! (Received 31, 10.30 a.m.) London, Dec. 30. Reuter says the Foreign Office has received no indication of a; critical situation in Portugal, nor of a request for a warship to be sent. Enquiries in Portuguese circles in London do not confirm the statements of conspiracy, and a Royalist movement is doubted. It is generally admitted that the public services are disorganised, that discipline in the army is unsatisfactory, and the behaviour of the public has deteriorated. i Many labour disputes have interfered with certain manufactures.!
