HARBOUR BOARD.

ORDINARY MONTHLY MEETING. The ordinary monthly meeting of th; Napier Harbour Board was held in the Borough Council Chambers yesterday at 2.30. Present: Messrs. Williams, Carnell. Russell. Clarke, Chambers, Butler. .lull, and Ellison. In the absence of Mr J. V. Brown, Mr Williams was appointed t) the chair. Leave of absence was granted Messrs Shrimpton. McVal. J. Vigor Brown, Kinross White, and Eagleton. The Marine Department wrote appointing Messrs Butler and Carnell to the Board. —Received. The solicitors submitted a number of legal documents for approval. Mr. Carnell asked if the clause in the leases enforcing the insurance of properties in the interest df the Board had been deleted. The Secretary replied that it had not. He did not understand that he had received a direct instruction to do so. The Board was of opinion that a definite resolution had been passed, and reference to the minutes disclosed this to be the case. The Secretary will give the necessary instruction to the solicitors. Dr Frengley wrote stating he would visit Napier on 19th inst. to inspect sewer outlet. The solicitors wrote re ihe election of members of the Board under the new Act, and giving instructions. The Secretary asked for instructions regarding natives occupying reserves, Hardinge Road. He said h- 1 could find no trace of any lease being given <»f the land. Mr. Carnell said )>£ could remember the natives being given permission to build on the land. but. they had no title. The Minister of Internal Affairs .wrote stating that consideration would be given to the request for I reduction of the fee of £l5 charg-‘ ed for the testing of two weigh-! bridges. | The H.B. Harbour Ratepayers’ Association wrote thanking the "Board for having the borings made in the inner harbour. The Association also suggested that if port and, country cargo were taken to Port! ALuriri the “E.” shed would be j large enough. The Association! further wrote making charges of j unfair treatment to carriers at the! port, and alleging impartiality of! officials. —All letters were received. The Union Shipping Co. refused t • pay £126 6s for damage to Glasgow wharf by the "Wairuni.” On the motion of Mr Clarke the Chairman and Mr. F. W. Williams be empowered to discuss the matter with the Company and act. Messrs F. G. Smith and Co. complained of the imposition of 10 per cent, fine on overdue rates. He stated he had posted his cheque on 15th inst. Mr Jull asked if the secretarjhad any legal power to enforce a ten per cent. fine. Under the old Act such power was not given, and I under the new law due notice ha<* | to be given of intention to enforcesuch fine. He suggested that the legal position be ascertained, anw if the secretary was not legally Tight in collecting the fine the money be returned to all who had j paid during last year. All he wish-1 ed was the legal opinion. ! After discussion it was decided to alter the resolution to read only t-. secure legal opinion, and this was carried. Mr. R. Northe wrote stating hoi had signed the Board’s voucher without prejudice. Dennison and Co. (Leeds) wrote sending particulars of overloading; detectors for cranes. —Considera-1 tion deferred. I Ellison and Duncan wrote askings for exemption from goods ev Wan- j aka on August 30th last. The! block was caused by night work, for which the Board was responsible. The Secretary said the night work was for the convenience of the ship. The first ship was knock-1 ed off to work the second ship. If I they had had enough men they! could have discharged both ships. | The Board was not responsible for] - Mr Jull said he would like to get I to the bottom of the matter, and! he thought the secretary’s report on the matter should] be forwarded to Messrs. Elle-i son and Duncan. He moved in this direction, Mr Chambers seconded. and the motion was carried.

Sainsbury, Logan and Williams forward leases of sections 145 and 160 for endorsement and special resolution. —Formal steps taken. The Westport Harbour Board wrote offering a suction pump. Mr. C. Head, engineer of the J.D.0., also recommended use of a suction pump. —Received. The foreman and secretary reported upon the construction of cattle yards, and the matter was held over.

FINANCE COMMITTEE’S REPORT. Your Committee recommend that a payment of £350 be made to Messrs. C. D. Kennedy and Co. on account of formation of roads, Napier South, as per agreement of Bth April, 1908. Vouchers were recommended for payment from : —General Account, £2210 ls-7d ; Interest Account No. •2, £7325 : Interest Account No. 3, £4937 10s; total. £14,472 Us 7d. The Board’s cash book as at the 14th inst. shows the following balances :—Cr. General Account. £425 10s 3d ; Contractors’ Deposit Account. £7B 9s; Interest Accounts, £3299 3s 5d : total. £3803 2s tsd. On fixed deposit—Contractors' Deposit Account. £lOOO ; sinking funds. Credit Current Account. £1976 8s 84. —Adopted. WORKS COMMITTEE S REPORT. Your Committee recommend : — (1) That it is not considered desirable to make it a general rule of the Board’s leasing conditions for lessees to deposit plans, designs and stipulate line of frontage of buildings proposed to be erected on the Board’s property, although it might be advisable in special cases. (2) That the “E.” Shed be removed to the root of the Western Mole, and a lean-to added on sea face thereof, the estimated cost being about £l5OO. —Adopted. (Continued on page 8.)
