Wellington, April 24, 8.50 a.m. The Otago Provincial Council was opened yesterday. The anticipations of the progress* of the Province have not been fulfilled—the supposed cause being the financial p>olicy of the Colony. A Southern Trunk Railway Bill, a "Wet Dock for Oamaru, and Harbor accommodation for Waikouaiti are promised. The Pro r, incial Government will resign after the Duke's visit. Mr Fitzherbert has returned to Wellington by the s.s. llangitoto. No later news of the Duke.
