The Archduke Maximilian appears unwilling to relinquish his chance of succession to the Austrian throne, and has postponed his acceptance of the Mexican Crown. An American steamer was wrecked off Queenstown harbour. In America, the Federal General Grant has been superseded by General Halleck, and a renewed attack on Richmond is in contemplation. The naval attack on Mobile has been abandoned. i The Confederates are resuming the offensive, and President Lincoln meditates a draft of 700,000 men. Mr. Chase has abandoned the contest for the Presidency, and the Republicans intend to nominate Fremont/ LATER TELEGRAM. London, April 4. The Duke of Newcastle, Secretary for the Colonies, has tendered his resignation. Mr. Cardwell has been appointed Colonial Secretary, and Clarendon succeeds to the Duchy of Lancaster. Mazzini has vindicated Stansfeld from The charges made against him. Garibaldi arrived at Southampton on the 3rd April, and was enthusiastically received. The Rev. W. Beecher advocates the revision of the Constitution of the United States, for the effective abolition of slavery, Sonderburg has been shelled.
