HOUSE OF REPRESENTATIVES.
Thursday, July 17, 1862. Mr. Colenso presented a petition fron the two Shirley’s, of Napier, in reference to the well-known cattle trespass and grass money case, complaining of injustice done to them in the Civil Commissioner’s Court, and praying for inquiry to be made. Petition read and received. Hawke’s Bay Petition. Mr. Russell moved —“That the Petition from the inhabitants of the Province! of Hawke’s Bay complaining of the operation of the Civil Commissioner’s Court there” be printed. Mr. Gillies remarked that this was the first time the term CivH Commissioner had occured in the House, and he wished to know .what a Civil Commissioner was. * ~ Hie Hon. W. Eox said the hon. member’s'question was a very proper one, but ho should put it on the Notice Paper as a separate question, and not mix ir up with the present motion. But here he would mention that the whole of theipetition, so far as it touched upon the Civil Commissioner’s Court, was what is vulgarly called “a mare’s nest.” The gentleman wbo acted as Civil Commissioner at N apier, was also a Resident Magistrate, and the whole proceedings in this case (Mr. Colenso’s) were taken in the Resident Magistrate’s Court at Napier, being a Court where any Resident Magistrate had a right to sit, and any other magistrates to sit with him. Motion agreed to Friday, July 18, 1862. Mb. Colenso moved—“ That the Petition presented from the two Shirleys be printed. Agreed to.
