[PBISB ASSOCIATION.] INVERCARGILL, Tuesday. Speaking at a social here Mr Seddon said the time had come for a change in our Constitution. Ho thought if they had a revisory committee somewhat on the Swedish system satisfaction vjould result. A number of the most experienced members, with some of the ablest lawyers in the colony, would do more in perfecting our laws than all the Councils put together. The bicameral system was obsolete. The Legislative Council had not proved a check on hasty legislation or a revisory Chamber, but was cumbersome and resulted in a waste of time and money. As soon as the people had a direct vote on certain questions the electors would insist on the Legislative Council hewing reformed out of existence.
