PLAINER ISSUES WANTED.

The issues in regard to the proposed borough loan will have to be very much more clearly defined than they are at present, it the Borough Council wants ratepayers to thoroughly understand what they ate required to vote upon. The amendment carried at a full meet* ing of the Works C ommittee on Monday night declares practically that the ratepayers should sanction a loan of £50,000 or nsthiag, There is no option given them, according to this amendment, of voting fer a reduced loan, say of £30,000 or £20,000. Moreover, the proposals for the contemplated works are net to have the amounts they are likely to cost placed alongside ol them. Thus, if several of the items are struck out, »! which there is every probability, the sum proposed to be borrowed will still stand at £50,000, although the total amount will have been reduced considerably by the rejection of some of the proposed works. The issues are thus very much eonfused, and confusion is made worse confounded by the fact that few of the councillors really know in what form the proposals should be submitted, The council will have to get out of its present tangle if the burgesses ate to properly appreciate the position. The issues should be made plain, and the sooner this is recognised by those in authority the better it will be for the carrying of the proposed loan. It is to be hoped that the connoil at to-aight’s meeting will evolve something like order out of the state of chaos into which it has fallen in respect to this loan.
