PROMISING OUTLOOK, London, January 23. General Yung-lu’s daughter has been betrothed to the Emperor of China’s brother. The Yangtae Viceroy declares that Yung-ln held the keys of the Imperial arsenal, preventing modern guns being used against the Foreign Legations at Peking, and he alee saved the Europeans of the Yangtse provinces by telegraphing to the other Viceroys to disobey an edict ordering the destruction of foreigners. The Daily Telegraph saye the outlook in China is promising. Yuanshikai, Governor of Chili, who is friendly to Europeans, is the strongest ruler China has had for years.
