MEMORIAL SERVICE. London, January 23. Lord Salisbury, Lord Bosebery, and the German ambassadors were present at the Queen Victoria memorial service. The Kaiser and the King of Portugal sent wreaths. After the memorial service at the Progmore Mausoleum thousands of people visited the building. To-day services commemorating the King's accession are being generally held. The Kaiser attended a Queen Victoria memorial service at Berlin.
