UNSETTLED EUROPE IMPORTANT SPEECH BY HERE VON.BULOW. .' GERMANY GLAD TO CO-OPEEATJ WITH BRITAIN. Beceived December U, 9.20 a.m. Berlin, December 13. Horr von Bulow, Minister of Foreigi Affairs for the German Empire, speakinj in the Reichstag upon existing interna tional complications, delivered an addres of much significance. Referring to the recent menacinj speech by Count Thun-Hohenstein, Aus trian Premier, in which the latte threatened Austrian retaliation if Prussii continued to expel Poles and Czechs, Her; von Bulow declared that it had not ii any way affected the Triple Alliance, li making this statement ho pointedly re ferred to Italy as ono of tho Powers con stituting the Alliance. With regard to Turkey Herr von Bulov stated that Germany had not sought ti attain any special influence at Constaati nople, but on the other hand a grea diplomatic victory had been achieved bj the Emperor's recent visit to the Sultan In answer to a question as to the sup< posed understanding between Germanj and Britain, Herr von Bnlow replied tha< Germany would gladly co-operate with Great Britain, London, December 13. The British Government have bought the land adjoining the Forth Eridge foi tho purpose of erecting fortifications.
