It is reported that the Queen Regent's speech at the opening of the Cortes to-morrow will reflect tho Spanish warlike feeling, Washington, April 19. A bill for presentation to Congress is being drafted by which 200,000 troops will bo placed at President M'Kinley'a dispoßal in the event of war. The resolution in favor of forcible intervention as finally adopted by the members of both Houses in con- ' ference stands thus :— " Congress directs and empowers President) M'Kinley to use tho land and naval forces of the United Statps to compel Spain to relinquish her authority and government in Cuba, to withdraw her forces from the island, and to render the Cuban people free and independent." Several American newspapers, in discussing thiß resolution, express the opinion that the President will either veto the resolution, or practically ignore it, by using his own discretion as to carrying out the terms of the resolution, and employing euch methods as he may think necessary to avoid war. Sidney, Wednesday. Colonel Bell, American Consul here, states that he has had offers from hundreds of volunteers who aro desirous of assisting America in the threatened war, and who are prepared to proceed to the scene of action immediately.
