THE DIFFERENCES BETWEEN THE SENATE AND THE HOUSE.
A RESULTLESS CONFERENCE. SENATE REFUSE TO APPOINT ANOTHER CONFERENCE. M'KINLEY WILL VETO THE INDEPENDENCE OF CUBA. Recelred April 20. 1.10 a.m. Washington, April 19. Notwithstanding pressure by President M'Kinley and the Speaker the House of Representatives concurred in the Senate's resolution, only omitting the recognition of the Cuban Republic. The Senate by a majority of 32 refused to concur with this amendment, and a conference lasting many hours proved resultless. The Senate then by a majority of one refused to appoint another conference. A number of young Republicans in the House were in favor of recognising the Republic. There is an impression that the House will eventually yield. London, April 19. Mr Smalley, American correspondent of The Times, says that President M'Kinley will veto any resolution recognising the independence of Cuba, and the President holds that even a mandatory resolution does not deprive him of his executive discretion in the matter. i
