Present — tils Worship the Mayor and Crs. Faulknor, M'Vay, Black, Welsmao) Nenl, Cohen, Cranby, and Robjohns. CORRESPONDENCE.

The following correspondence was read and dealb with;— From J. Taylor, E. Simmontfj, and John Simmons, owners of lots at dorners North-Btre&b and Hyderabad-road, ob- ! jeetlng to the permission given by the Counoll to Mr John UrltUa to erect a signboard across North-street.— Referred to the Public Works Committee. From W. Hallett, stating that being informed that the Conncil Intended ofoeinx a portion of Monroe street, and as he bad to make several enrveys abutting on it and Sale-street, he would be glad to make them an offer to do what surveying and plans were required for stopping that portion of the street which it was proposed i to close. — A reply to be sent that a survey had already been made. From J. Renouf, asking the Council to place a culvert* (for which he had provided material) opposite bis house. — Granted. . From the Harbor Board, asking for. permission to erect a tram line across Batteryroad near Chaucer-road North, — Granted! | From the • secretary .of ■ the Mnniclpal Association as follows :— " The Hon. the Premier having publicly announced that the Local Government Bill will not be circulated among looal bodies before being introduced into Parliament, but that time will be given to them to diaensa It betwean its first and second readings, I am directed by the President to ask your opinion whether (if the bill should be found to contain changes of a radical nature) it would not be desirable as soon as the bill is made public to summon a conference to deal with it ; or whether you think he should call together the adjourned meeting of the Executive. It is desired to give the conference ample time to deal with the measure."— The Mayor said at the last meeting of the Executive it had been left with the president to call a meeting of the Executive or the Conference on this subject. Oc receipt: of this letter he had replied in favor of a Conference. — The. Mayor's actien was approved. From Niven and Co , notifying that they were substituting gas engines in the place of steam engines, and that the nuisance cansed by " smuts " wonld therefore be obvinted. — Received, From the Harbor Board, notifying that they cannot undertake the reclamation of

the whole of the lagoon between Go!d« smith-road and Spenser-road, and there" fore could not fill in tor tbe Council the portion of Battery-road situate therein, but notifying that the Board wonld be willing to proceed with the filling in of Battery-road from Milton-road to seven chains beyond tbe western corner of Chaucer-rof.d. North. Tbe Board's en. gineer estimated the filling na worth one shliiiug per cubic yard, bnt that) they (the Board) proposed that the Council should pay only sixpence per cubic yard far the work, the quantity of filling required being estimated at 9800 oubie yards. — Referred to Pnblic Works Committee, Cr, Cranby suggesting tbat steps should be taken to find out the owners of the properties in the vioinlty, who would be considerably benefited, acd who would probably be inclined to grant a portion of their land and thus allow the unemployed to find work in excavation. — The Mayor said tbe suggestion was a good one, and It wa» decided to procure the names of owners.

From Edward Lyndon as follows : — "This morning s'earius away the boulders from the roadway in formiug a footpath for pedestrians in front of town sections Mca. 452, 453, 456, the Harbor Board engineer, passing by, ioqulred If there was any probability of the Corporation completing the roadway. He informed me that he would lay down the metal that he is now throwing away if the Council wonld level it. Snch bd opportunity should nob be lost), as the engineer said (bat sach another lot) of soil _ might "nob be available for a considerable time. The cost would be ■ but a few days' labor, and save the Corporation a heavy sam of money in the future in addition to conferring a great benefit npon the pnblic, At present it is impassable for wheeled traffic, and as the thoroughfare through my sections must shortly be closed to carts, it is highly desirable that a suitable access for wheeled traffic should be made. Yonr favorable consideration will be much esteemed, as I contemplate making further improvements on the sections fronting the road."— Referred to the Public Works Committep. From M. T. Margoliouth, H. B. Lusk, andJ.T. Carr calling attention to the bad character of tbe drainage in Miltonterrace, which carried drainage to their properties.— Referred to Public Works Committee. REQUEST FOR REDUCTION. i?rom Montague Lascelles, submitting the following reasons for requesting a redaction of renb: — II.) lam a sub-tenant ol yours underlease approved by you of lot 2. Market Reserve. (2.1 The rent payable under the said lease is «150. (3.) That owing to the dilapidated state oi the premises I havo had t> expend the sum of £57 15s. (4.» That owing to the dullness of trado I havo not been able to get satisfactory tenants who would pay a rent that would meet the claims I am liable for under the lease referred to above. (5.) That, as stated at one of your Council meetings a few weeks since (I think by Crs. Cohen and Smith), I have in the • Bhpp fronting Hastings-street four tenants. (8.) Two of the tenants havo applied to mn tor a reduction of rent, and have satisfied mo from their returns that they are entitled to it. (7.) That in addition to tho amount I have expended I have been at a loss of at least ton shillings per week during my tenancy from you. (8.1 That as you have soon fit to reduce tho rent of every lessee in oonneotlon with the Market Boserve with the exception of myself, I trust you will grant me the concession asked for. <9.) That you "fill reduce my rent for the next seven years to £100 per annum, which will give an opDOrtnnlty for trado to revive. P.S.— ln reference to clause 7, tho 10a loss referred to is calculated for tho tiiro during which, tho shop was occupied ; when the shop has be.-n o:upty tho Joss has been proportionately great. T&e-nast'.e' ™28 referred to the Pnblic Wotka Committee. PUBLIC WORKS COMMITTEE. ' The following report by the Public Works Committee was read : — 1. Malicious Injury to Fire Brigade Plant. —That notices be affixed to eacli fire hrigade Station offering a reward of £2 for sufficient, information to lead to tho conviction of any person damaging the fire brigade plant, buildings, or appurtenances. 2. Macaulay-strcet.— That the roadway be formed with metal to the width of ten feet; 3. Reserves Still Remaining Unlet.— That tho leases of the undermentioned reserves be offered for sale by public auotion for 35 years without any increase of rent, at tho following upset prices per annum :— T.S. 653, in four equal lots. £S each, with option of taking ono lot or i: T.S. 57fi, £7 10s; T.S. SB7, lot?, «G ; T.S., 610, £17 10s ; T.S. 617, £6, and that T.S. 575 be reserved from lease for plantation purposes. i. Munroe-streat : Frontages. — That the frontages per plan herewith be sold to the following persons at the prices indicated, viz., J. Hlgginß. £15 ; J. Petersen, £0 ; Mrs Blom, £7 ; Campbell, £8 ; Goodall, £8 ; Rocho, #12, conditionally that all the property owners accept these terms. 5. Wellesley-road Formation.— That it bo crowned up with metal and shingle. 6. Vouchers: Fortnightly Wages.— Thnt the vouohers horewith forwarded, £70 10s 10d, be authorised for payment. FINANCE COMMITTEE. The finance committee made the following suggestion: — "That in view of the low rate of interest at present offered by the bank for moneys placed at fixed deposit, it is advis&ble to endeavor to obtain a more profitable investment for the amount ol the accrued interest account, recommending tberefoie that the Council invest this money on mortgage for a term of years at the best rate obtainable." — The Mayor moved the adoption of the report. — Cr. Cranby, in seconding the motion, suggested that If they could legally do It, It would be a good idea to utilise a portion of the amount to pay off tbe Council's overdraft, for wblch they were now paving 6J per cent. — The report was adopted. MISCELLANEOUS. Cr. Neal said that tbe overseer suggested that the ■ bell tower should be placed on tbe western corner of Sealey and Harvey roadß, instead of where suggested ab present. — Cr. Welsman said be bad no objection to the site, bub bo objfloted to the change of site. — The mutter was left in tbe bands of Crs. Neal 1 and Weinman.
