News has been received that tbe city tf Para, in Brazil, has joined the insurgent leader, Admiral Mello.
The fleet) of war vessels secured by President Peisoto of Brazil, including the dynamite gunnhlp, is concentrating in the Weat Indies, and it will shortly tail for Riode Janeiro. The order to allow Lieutenant ZaUntkl to Instruct) the officer.-! of the Rraz'.lian navy in the dynimite gun has been cancelled, and his place as instructor will be taken by another officer, Washington, Noverater 29.
The Tariff Bill has increased the majority of the Democi'atic party in tbe Committee of Ways and Mesna of the House. The measure is of a radical character, and it repeals the reciprocal treaties with Sonth America, Where possible, It proposes to adopt ad valorem duties and freedom of taxation on raw materials, and provides for an ex' nsivc free list, including coal, fUx, and egg". The duty will be removed from wool in March next, and a rednotlon will be made in tbe duty on woollen goodi in Jnly. The bill implies that the loss of revenue will amount to 60,000,000 dollars annually.
