law It would go a long way towards placing the banking Institutions in the oolony on something like the footing of the Bank of Eoglnnd. This legislation was required not in the interests of the banks, but in the interests of the tradiug community. Mr M'Millan desired to limit the bill to twelve months, bat Sir G. R. Dibbs dissented from the proposal, though he was willing bo make the term ' two years. Mr M'Millan remarked that the next eighteen months would be a period of bitter recovery for the oounl.y. The second reading of the bill waa carried by 05 to 34. The Legislative Council is considering tbo Federation Bill in committee. Sir Henry Parkes will visit Perth next month In the Interests of federation.
