Owing to the unsettled state of public affiirs, Sir Thomas M'llwraith has replied to the communication from the Premier of New South Wales that he Is unable to discuss the Vancouver mail question, though he is favorable to a direct service with Vancouver. The Archduke of Austria has left Singapore for Batavia. He is due here on the 27th.
