In the House of Commons, Sir Charles Rnssell has introduced a Mil makiup provision for imposing a fine or inflicting imprisonment on any employer who shill be found guilty of preventing or pnnish ing a witness who may give evidence before a Parliamentary Committee. The Timti, referring to Canada's offer for a preferential tariff, considers it would be mere pedantry to apply fiscal rules arbitrarily. A dose and permanent commercial alliance would secure a vast reserve of political strength, besides obtaining large and rapidly-growing markets, which alone are worth some sacrifice. The Globe supports Canada's offer of a reciprocal tariff, and nrges that ib sbonld be extended to Australia.
