ENGLAND.
(Rccpivod March 17, 12.15 p.m.) London, March 16. It is reported from St. Petersburg that upwards of 200 persons have been arrested having in their possossion bombs made to resemble books containing dynamite and poisoued bullets. It is stated in ollicial circles that the English Government will decline to entertain any proposal for the reinstatement of Ismail as Kliedivo.
