.London, January 12. * - v Prince Bismarck states that it is understood that neither England nor Germany will alter the present status of Samoa without agreement. He disclaims the idea that any attempt on the part of England to depart from this understanding would lead to war. He is confident that any difficulty that might arise would be Bettled with good will and diplomacy. The Daily News is of opinion that it would be to the bei.eSfc of the Empire to concede to the demands contained in Mr Service's letter on Imperial federation. The Press generally do not support the proposed annexation of Samoa by New Zealand. General Lewal, French Minister of War, }as issued instructions that the French troops are to expel all Chinese from Tonquiu, and that after doing this decieive attacks will be made on China. Tho English Government have refused to allow Now Zealand to annex Samoa, England and Germany having agreed to maintain the freedom of Samoa and Tonga.
