ME KINROSS AND THE HARBOR SCHEME.

Sir,- Since my arrival from "Wellington by the Tarawera I have been looting over your files, and am amused at the scare •which the petition I signed against the Goodall breakwater had created amongst a section 6f ; its promoters. I dare say the actors in thfe late wretched exhibition are now ashamed of themselves, but at any rate they are mistaken in supposing they ri. can by such means stifle criticism of public m.easureß or the right of petition. * "-The cremation farce lately directed against members in the South has generally emanated from the defeated candidate and his followers. Surely its imitators here did not require any such solace of defeat ? As regards my h umble effort on behalf of the ratepayers, I am pleased you think I have unwittingly done the district a great service. It has been the means of obtaining the property c[ualification instead of single voting, as intended. The Local Bills Committee's report also states it will be necessary to' make the extension recommended by Messrs Scott and Bell, so that the isstie to be submitted to ratepayers will not be Mr Goordall's estimate of £196,000, but Messrs Scott and Bell's estimate of £486,000. The report also affirms the necessity of providing against the erosion of the beach to the westward, so that from the Bluff to the mouth of the harbor a concrete wall ■will require to be made with a curtain of heavy rubble, and, to prevent the Western Spit being washed away and the lagoon becoming part of the sea, shingle will require to be carted or otherwise removed. You justly attach, importance to the ' evidence of Captain Bendall, surveyor to the Marine Underwriters' Association. You convey the impression that he is in favor of the proposed harbor ; I saw him after bis examination, and he told me it was not sheltered from any wind, and that it afforded no anchorage where it might be badly required. — I am, &c, J. GK Kinross'.
