NAPIER MUNICIPAL COUNCIL.

Wednesday, July 23. Present— Ors. Margoliouth (in the chair), Robjohns, Graham, Faulknor, Neal, Oohen, M'Dougall, and Cotton. CORRESPONDENCE. The following correspondence was read :— From the Rev. D. Sidey, on behalf of the Board of High Schools Governors, applying for permission to make a right-of-way through the education reserve at .the corner of Hastings and Tennyson streets.-— Dealt with in Public Works Committee's report. From. Captain Blythe, asking for a reply to his proposals relative to the improvement of Olive-square. — The Town Clerk said he had replied stating what the : Council had done. 'From Mr Carr, district railway engineer, saying that he had represented the matter of 'the. encroachment of the sea on the Marine Parade fronting the gaol to the Government, and had received a reply ; stating that the Government could not

assist in building a protective wall. — Received From tbe Masterton Borough Council, asking for information as to how the looal Fire Brigades were supported and ! managed, street lighting, &c. — The Town Clerk stated tha' he had replied giving the information asked for. From Mr W. Miller, Fire Inspector, forwarding accounts of the Napier and Spit Brigades for the last quarter. , From Mr King, waterworks engineer, and Mr Sykes, reporting on certain breakages, &c. — Dealt with in Public Works Committee's report. From Mr Holder, requesting information as to the exact boundaries of hia land fronting the Marine Parade, as he wished to build a retaining wall. — Definite answer to be deferred until Mr Rochfort has completed the new plan of Napier, unless Mr Holder could obtain the necessary information from Mr Rochfort. From Mr G. Faulknor, stating that a proposition had heen made to extend Vautier-street to Hastings-street, and that if the Corporation would allow the street to be taken through section 364 (the property of the Corporation) the residents would purchase the rest of the land, and convey the Btreet to the Council. — The Road Overseer forwarded a report on the cost of formation of the proposed extension, &c. He estimated the formation and laying a sewer to cost £130, exclusive of the cost of removing fences and otber obstructions, which would be about £10 more.-- -It was decided to allow the road to be made through the Corporation reserve, if the conditions stated in Mr Faulknor's letter were carried out. From Messrs Sainsbury and Logan, borough solicitors, advising that the title to that portion of -Stamford-street which it was proposed to sell should be made out under the Public Works Act, to avoid ( difficulties with the Land Registration Office. — Deeds to be prepared accordingly. PUBLIC WORKS COMMITTEE'S REPORT. The following report from the Public Works Committee was read :—- --1. Thai the action taken by his Worship the Mayor with reference to making good the damage done to the waterworks engine be approved and authorised, aad the reports of Mr Sykes and of Mr King adopted. 2. That the tender of Mr W. Ebbett for carting material from Napier-terrace to Clivesquare for the sum of £52 17s 9d be accepted. 3. That Messrs Blak9 and Lydford's offer to fill-in under the new Corporation offices he declined, the work being unnecessary, 4. That a committee, consisting of Crs. Faulknor, Neal, and Cohen, and the Town Clerk, be appointed for the purpose of inspecting the maohinery at the waterworks, and expediting the repairs thereto as much as possible, and reporting thereon to the Council. 5. That Mr Harding's offer to supply certain wrought-iron piping be declined with thanks. 6. That the "right-of-way" applied for by the Governors of the Napier High School, to be made on their reserve at the the oorner of Hastings and Tennyson streets, be allowed as per the plan forwarded. 7. That the vouchers herewith forwarded, £54 8s 3d, be passed and ordered to be paid. Clauses 1 to 5 were passed without discussion. Upon clause 6 being put, Crs. Cotton and Graham objected that to accede to the desire of the High School Governors would be detrimental to the town, as tending to multiply narrow alleys and lanes. After some little discussion, in which it was pointed out by several Councillors that the right-of-way asked for was not for purposes of publio traffic, and was not intended for a thoroughfare at all, but merely as a private entrance to sections fronting Hastings-street, the clause was put and carried by 5 votes to 2. MUNICIPAL RESERVES. Cr. M'Dougall moved, without notice, by permission of the Council, the following resolution : — " That this Council forward through the member for Napier a petition to the Government, requesting that all that portion of the reserve known as the Survey Reserve not required by the Government, be vested in the Council as a municipal reserve. " The motion was seconded by Cr. Cotton, and carried unanimously. NAMES OF STREETS. Or. Cotton brought before the notice of the Counoil the fact that some publio streets in the borough had not yet been named. He stated that in one instance a difficulty had ocourred, as a policeman who wished to lay an information connected with an infraction of the law experienced considerable trouble in definitely stating the locality in whioh the illegal aot took place. After some discussion the Town Clerk was instructed to prepare for the next meeting of the Public Works Committee a list of all the streets in the borough, showing those named and unnamed respectively. VOUCHERS. Clause 7 of the Public Works Committee's report, recommending that vouchers to the amount of £54 8s 3d be passed for payment, was put and carried. The Council then adjourned.
