London, July 7. In the House of Commons this afternoon Alderman Fowler, one of the members for the City of London, asked a question of which he had giren notice relative to the decision of the Government, on the proposed establishment of a British protectorate over New Guinea and other islands in the Pacific The Hon. Mr Ashley, Political 1 Seoretary for the Colonial Office, stated that the Government were making arrangements for the appointment of a High Commissioner of the Western .Pacific, as was proposed by Earl Derby in his despatch of the 9th of May, and that th« latter had decided to communicate with the Colonial Governments before making any definite arrangements as to the residence of the new High Commissioner or the appointment of his staff. A conference is to meet in London at the end of this month with the object of disousaing the advisability of a general federation of the British Empire. Mr Forster will preside, and a number' of other prominent members of Parliament have promised to be present. The Agents-General of the various Australian colonies have also been invited to attend.
