LEGISLATIVE COUNCIL.

Thursday, July 13. The Council met at 2.30 p.m. QUESTIONS. In reply to Mr Holmes, Mr Oliver stated that the Government would favorably consider an appeal, if it was made, to remit the impost of £30 imposed on the wife and children of a Chinese storekeeper at Dunedin who arrived recently by the Bowen. Replying to Mr Stevens, Mr Whitaker said the Government would consider a measure during the recess providing for the administration of hospital and charitable institutions, and would introduce it next session, as' there was no hope of passing it this session. Replying to Mr Stevens, Mr Whitaker said he believed he would be prepared to state within a few days tho propositions of the Government as to the English mail service on the expiry of the present contract. Replying to Captain Fraser, Mr Whitaker stated that Garrett, a prisoner in the Lyttelton gaol, had been liberated only in conformity with the regulations. PROCEDURE IN RELATION TO PRIVATE BILLS. On the motion of Captain Baillie, a committee was appointed to consider and report on the procedure with regard to passing private bills. BILLS. The Railway oonßtructioa and Land Act Amendment Bill was read a .third time and passed. The Justices of the Peace Bill was passed through committee. Tho Dog Registration Amendment Bill passed throngh committee. The Affir- ! mations in Lieu of Oaths Bill was received from the Lower House and read a first time. The Auckland College and Grammar School Bill was read a second time. PENSIONS BILL. The debate on the second reading of the Pensions Bill was resumed. Mr Mantell spoke against the bill, and Mr Reynolds having replied, the bill was thrown out by a majority of one. The following is the division list : — ■ Ayes, 13.
