NAPIER MUNICIPAL COUNCIL.

Wednesday, June 21. Tho Council met at 8 p.m. Present — Crs. Graham, Cotton, Margolioutb, M'Dougall, Wall, Renouf, and Dr de Lisle. : NBW MAYOR. The declaration of the Returning Officer' was read, and Dr Spencer took the usual declaration and the chair. ' The Mayor returned thanks for his election, during which he reviewed the improvements that had taken place since the establishment of the borough, and prognosticated further and more extensive improvements in the future, including the construction o£ a harbor and the successful application of the electric light to purpoaes of street and domestic illumination, and of the electric force as the motive power for every description of machine, the generation of which force by the tide motion, he believed to be not only not chimerical, but feasible. CORRE3PON DKNOE. The following correspondence was read: — From the Municipal Selicitor, conveying the opinion that the railway authorities have no authority to do anything that can cause any damage to the property within the borough, and suggesting that a notice should be sent to the railway authorities or that the Counoil should have the trench filled up. From Mr J. Buchanan, M.H.R., acknowledging receipt of request from the Council that he would consult tho Colonial Secretary with regard to the Council's tenure of the Provincial Chambers, and stating that he had had a conversation with the Colonial Secretary on the subject, but that nothing had yet bean finally settled. From the Town Clerk, Timaru, acknowledging receipt of £74 IGi, contributions to the Timaru disaster fund. From the Municipal Solicitor, returning Crown grant of Woodville reserve, and replying to the enquiry as to whether the reserve could be subdivided and said, that in his opinion it could not be so subdivided or disposed of. From Mr W. E. Blythe, calling the attention of the Council to the incomplete and unsatisfactory way in whioh the formation of Paradisa-road has bean for some time, and directing the notice of members of the Council to the fact that the work was ordered to be done some nine months ago, the residents undertaking to provide one-half of the estimated cost. This had demanded bis cheque lodged for the amount. The work had commenced after some delay and left in a very incomplete manner, and now it was worse than before, although he believed the work had been reported to the Council us incomplete.— Cr. M'Dougall asVed if the usual course had been followed in this case, and the quota paid by the residents before the works was commenced I—Cr.1 — Cr. Margoliouth stated that Mr Blythe had advanced the money himself, but that owing to the dissatisfaction of the residents with the work as executed they had deolined to contribute the money they had promised. — After some further discussion it was decided to refer Mr Blythe's letter to the municipal engineer to report to the next meeting of the Public Works Committee. From the Municipal Engineer, laying before the Council the drawings and specifications for the construction of a pipe sewer from the hospital down Mainstreet into the lagoon, the cost being estimated at £205. — It was decided that tenders be oalled for the work according to the plans and specifications. WJJLLESLKY-BOAD. A petition signed by aeventean ratepayers residing in Wellesley-road, requesting the Council to Instruot tho municipal engineer to report upon the conditions of the road, and to undertake any repairs that he may consider neoessary, waa presented by'Cr. Wall, and was referred to the Public Works Committee; PUBLIC WORKS COMMITTEB's REPORT. The following report from the Public Works Committee waa read : — Your committee having met pursuant to notice, bog to recommend tho Council to give effect to the following : — 1. That the tender forwarded by this com' mittee and accepted by the Gt&a Company, for a supply of their surplus tar for tho two years ending 30th June, 1884, be authorised. ( 2. That the following tenders be aooepted : — Tait and Mills, reclaiming part section 384, £225; W. Barrett, Upper Chaucer-road, £23 19s ; M. J. Murphy, Waghorne-Btreet, Is 7id per oubic yard ; H. Harmon, Hydera-bad-road, Is 9d per cubic yard. 3. That the wages of Mr Kavanagli, the ganger, be raised to 93 per diem from this date in lieu of claims for overtime. 4. That Mr Bower's requeßt relative to fencing his land abutting on tho Milton-road be granted and his offer for an exchange of land accepted. 5. That a select committee, consisting of the Council, and of both, lire brigades (including their superintendents) be appointed to discuss the position of tbe Corporation witlx the brigades, and if possible to arrange for the amalgamation of tho brigades ; also the appointment of a fire inspector. 6. That the vouchers forwarded herewith be passed and ordered to be paid. Clauses 1 to 4 were adopted without discussion. On clause 6, Cr. M'Dougall objoctod to a committee being appointed for such an object. He considered the niat'er could be better dealt with in the ordinary way by the Council. After some discussion tho clause waa adopted. A motion appointing the whole Council

a3 a committee to meet, the Fire Brigades and inspectors and Mr W. Millar was then carried. FIRE BRIGADES* COMMITTEE'S REPORT. The following report was received from tlie committee appointed to report on certain matters Complained of by tho Napier | Fire Brigade :— That the romarkg at Or. Monteith relative to fn'e expenditure of the* brigade funds were simply the expression of hia oWn private opinion. That these* remarks were not endorsed by the Council, nor does any allusion appear" thereto on the minutes of the Council. That the accounts of the brigade ' are duly audited quarterly, and approved and passed by tho Council before being paid. The commit teo are therefore of opinion that the reasons above given are good an.l sufficient, and that no ground of oomplaint attaches to the brigado. 0. L. Mabgoliotjth, Chairman. MISCELLANEOUS. The reports of the municipal engineer and the road overseer were road and referred to the Publio Works Committee. Or. Wall moved that fresh tenders be called for the works in Oarlyle-street.— Carried. Or. Graham inquired whether warrants had been Btgned for fillingin the sections that had been reported upon by the Inspector of Nuisances ?— The Town Clork replied that the warrants had been signed. j Cr. Margoliouth moved that a notice be served on the Secretary oi the Harbor Board, directing the attention, of the Board to the state of certain sections opposite the Royal Hotel which are the property of the Board, and informing the Board that unless the said sections are filled In within one month the Council will reclaim the said sections and recover the cost from the Board in the usual manner. The motion was seconded by Or. M'Dougall and carried. Or. Wall drew the attention of the Council to the state of the finances, and suggested that the Finance Committee should hold a meeting and report to the Council.

The vouchers, amounting to £492 13s sd, were passed for payment, and the Counoil adjourned.
