An official dispatch from Gologhat announces that the British Deputy Commissioner at Naga Hills was murdered by Nuzema Nagas. General Roberts on nearingCabul made a speech, intimating that a militai'y Governor would be appointed having jurisdiction within ten miles of the city. General Hill is appointed Governor of Cab ill, associated with him being an Afghan nobleman. General Roberts and staff visited the British Residency. The preaterpart was standing, though completely looted. Search was made for the bodies of Major Cavagnari and Dr Kelly, but they have not yet been found. Major Cavagnari's visiting diary was found at the Ameer's palace. The Governor-General of India has transmitted a plan for the future government of Afghanistan to the Home Government, which has been considered in Cabinet and is highly thought of. It contemplates placing the Ameerinasimilar relation to the Indian Government, as the Nizam now occupies, only that the Queen's army will be officered, exclusively by British officers. A large military force is to occupy the country, and the Ameer is to be guided entirely by the British Resident. Count Schouvnloff has proposed to the Marquis of Salisbury that Russia shall have jurisdiction over the western part of Afghanistan, while England shall take possession of the Eastern part as far as Hindoo Koosh. Lord Salisbury declined the proposal in the most emphatic terms, saying that England would not allow Russia to meddle in any way whatever in the matter. He said that the future of Afghanistan would have to be settled by England exclusively. Count Schouvaloff persisted in advocating the plans suggested by his Government, and seeing Lord Salisbury's stubbornness, he proposed various other plans of settling the Central Asiatic difficulty, but Lord Salisbury refused to consider the propositions. It is rumored that England lias obtained assurances from Persia that in the event of war between England and Russia the Shah will not support the latter. The failure of Russia to conquer the Tekke Turcomans has induced the Shah to give this pledge of fealty to England.
