Tuesday, November 4. The Council met at 2.30 p.m. QUESTIONS. Replying to Mr Johnson, Mr Whitaker said the Government did not intend to amend the Reprint of Statutes Act. Replying to Mr Buckley, Mr Whitaker ■aid that v the expense through the West Coast troubles was approximately £5600 a month. There were 600 of the Armed Constabulary in the district. No Volunteers were under pay, but 60 of them wera being drilled at Government expense. MS KINROSS'S CASE. The matter of breach of privilege in the Kinross case -again came up, and after some discussion it was referred to the Standing Orders Committee. NAPIER SWAMP NUISANCE BILL. The Napier Swamp Nuisance Act Amendment Bill was brought up from the Lower House and read a first time. IMPBESX SUPPLY BILL. An Imprest Supply Bill for £300,000 was brought up from the Lower House and passed through all its stages. SECOND HEADINGS. The Fencing Bill and the Gambling and Lotteries Prevention Bill were read a second time. The Council rose at 5 o'clock.
