TO THE ELECTORS OF NAPIER. /~S ENTLBMEN,— I beg to formally publish my intention to solicit your Votes at the approaching General Election. Many old friends will aid my Nomination ; aud I trust a Btrong detachment of New ©nes, o will tend me their help. '!; < - . ■' ';< Already there ia dinning in our ears, the clangour throughout New- Zealand of a contest that is far from being a trivial one. For the first time since we possessed responsible Government, an earnest attempt will bo made by a Liberal Ministry to.sgive to the mass of the people the power 1 of determining what shall be- the' 'policy of their 1 rulers, instead of leaving that very momentous question to be settled without their voices being heard in Parliament, or their opinions being fully represented there. A change so vast as that will not be secured without a sharp trial o£ strength. Where my sympathies rest must be well, known, as my lengthened participation in political struggles leaves no ground for ignorance on that head. At the dreariest hour, whether in general or in mere local polifclcg, I never wavered. "Victory already looms for the side I espouse. Its aims and objects are dearly set forth in the Governor' address, and their adoption costs me no sacrifice of consistency. If succeßs attend the Government's appeal to the country, the new Parliament's lease of life will probably be short. Permit me, therefore, earnestly to warn Electors, who are Liberals by conviction— and not Liberals for the occasion, like the Opposition — of the need at this juncture that local prejudices and local dissensions, which, here as everywhere, are the disintegrating forces of tho party, should find no place j but for once he cast to the winds in support of a great object, 623 JOHN BUCHANAN. My actions since you elected me are on record. I would, however, remind you that, on seeking election, I declared I would support a Property and Income Tax an alteration of the Tariff, State Education, and extension of the Franchise, and more economical administration ,* also, that I would oppose insular Separation, I have fulfilled these promises. I have at all times supported and will continue to support Liberal measures, but have no confidence in the present Government, which for its own purposes prevented an extension of the Franchise ia 18/S, aud is, I firmly believe, aiming at a, separation of the twe Islands.
