Speeches Brie being delivered by prominent Liberal Statesmen in all parts of the country, and associations pledged to the return of Liberal candidates are being formed wherever practicable. Mr Gladstone, addressing a large meeting of the elector* afc Chester yesterday, delivered a magnificent oration. lie denounced the policy and administration of the Conservative "Government in the itio'sfc withering terms, pointing" out the eriiciual decline which had taken place in tile prosperity of the country under Conservative rule, until ndw the whole kingdom was in a state of depression unexampled in living memory.
