LEGISLATIVE COUNCIL.

In the Legislative Council, after the Governor and the Lower House had retired, Sir F. Dillon Bell raised a question of privilege.' He thought the proceedings of the first doy informal, as business was done before a Speaker was elected for the Lower House. After a discussion and much quoting of precedents the matter was referred to the standing orders committee.

Among a nnmber of notices of motion wa3 one by Mr Scotland, to ask the Government next day in what relation it stood towards the "Vigilanco Committees" at Taranaki.

The Council adjourned at 3.30.
